Much of Virginia Beach sits in a FEMA flood zone, and building there comes with real rules. Homes in VE and AE zones have to be elevated, sometimes on pilings or a raised foundation, with the lowest floor above the base flood elevation and no living space below it.


Depending on the lot, you may also be dealing with flood vents, breakaway walls, wind- and hurricane-rated construction, and drainage. A builder who has not priced work in these areas before can come in significantly low, and that is how coastal projects blow their budgets. We plan for these conditions from day one, so the home is designed around the site instead of fighting it.
